Parenthood in Central and Eastern Europe – Accace Regional Study 2013

Among the main topics for human rights and labour organizations, especially for the ones fighting against different forms of discrimination against women, maternity leave and in the last years also parental leave, are slowly but steadily becoming more visible in the local legislations of Central and Eastern European Countries.

Maintaining an objective approach is crucial but very difficult when dealing with maternity. International and local regulations must establish an equilibrium between employers, employees and state authorities, in order to provide a fair approach on the labour market, a stable economic environment and most important, assuring a proper and safe development for the child.

The present study has been prepared with the contribution of experts in 10 of the countries Accace is present either via its branches or via its trusted and long-time partners: Bulgaria, Croatia, Czech Republic, Hungary, Poland, Romania, Serbia, Slovakia, Slovenia and Ukraine. Our study intends to provide a regional overview of the main conditions, rights, responsibilities, benefits and also the impact of international regulations on local parenthood-related legislation.

Therefore, we will start from the main legislative acts that apply to our selected region and gradually present the particularities of each of the 10 Central and Eastern European countries analysed:

  • Regional Context
  • Maternity Leave Conditions, Length and Allowance
  • Special Cases: Fathers’ Rights and Adoption
  • Parental Leave Conditions, Length and Allowance
  • Other Benefits

By observing the main characteristics of maternity, parental or other similar leaves, as well as the corresponding allowances or benefits offered, we aim to detect certain patterns and better understand the way parenthood evolved in our society. Regardless of our nationality, social status, age or gender, we are all directly or indirectly influenced by the way maternity and parental leaves are implemented at national level, in order to maintain a proper social balance.
