According to European Parliament and Council Regulation no. 1081/2006 on the European Social Fund and the principles of the proposed areas is to achieve human resource development in the future.
Institution responsible SOPHRD AM: Management Authority for Human Resources Development Operational Program is established in the Ministry of Labor, Family and Social Protection.
For the programming period 2007 – 2013, European Social Fund interventions aim is to support Member States to anticipate and effectively manage economic and social change.
European Union Member States and regions have access to the European Social Fund programming within a period of seven years. The current program is carried out during 2007-2013. SOP finance seven areas of activity, also known as “Priorities.”
Priority Axis 1 “Education and training for support of growth and development of knowledge based society.” It is aimed at modernizing education and training by developing standards and specific tools and system-level education and training providers.
Priority Axis 2 “Linking life long learning and labor market.” Focus at facilitating the transition from school to work by developing integrated guidance and career counseling and support partnerships between schools, universities and businesses.
Priority Axis 3 “Increasing adaptability of workers and enterprises.“ Priority 3 aims to promote entrepreneurial culture as an important factor of economic competitiveness. Basic management training shall be provided for those who want to start a business, improving management skills for small and medium enterprises, qualification and assistance for employees in sectors affected by economic restructuring.
Priority Axis 4 “Modernizing the Public Employment Service.” Modernization of the National Agency for Employment will be carried out at national level in order to improve the quality of public service employment and to diversify the employment services provided, making them more visible and accessible to beneficiaries – the unemployed, job seekers employment, employers.
Priority Axis 5 “Promoting active employment measures.” Proposes measures to motivate inactive people in their reintegration into the labor market, providing assistance and advice, promoting geographic and occupational mobility and eliminate periods of economic inactivity.
Priority Axis 6 “Promoting social inclusion.” SOPHRD will support operations aiming at the improvement of social inclusion, prevent exclusion from the labor market and support integration into employment of vulnerable groups at a disadvantage in terms of access to education and employment.
Priority Axis 7 “Technical Assistance.” The last priorityfinances actions in field of implementing, monitoring and evaluation and informs beneficiaries about the areas where the ESF can be accessed.
