In the Official Gazette no. 996/ 29.10.2025, Law no. 170/2025 was published regarding the ratification of the Convention between Romania and the Principality of Andorra for the elimination of double taxation with respect to taxes on income and capital, and for the prevention of tax evasion and tax avoidance, as well as the Protocol to the Convention, signed in New York on 27 September 2024, together with the Presidential Decree for the promulgation of this law.
More specifically, the Law ratifies the Convention for the elimination of double taxation with respect to income and capital taxes, as well as for the prevention of tax evasion and tax avoidance, concluded between Romania and the Principality of Andorra, which aims to foster bilateral economic relations and cooperation in the tax field between the two states.
The Convention between Romania and the Principality of Andorra on the elimination of double taxation and the prevention of tax evasion will enter into force upon receipt of the last diplomatic notification confirming the completion of each state’s internal procedures and its provisions will take effect starting from 1 January of the calendar year immediately following its entry into force. At this moment, the formalities for entry into force are not finalized yet.
