According to the information published by the General Inspectorate for Immigration (IGI) on October 1, 2025, from the foreign workers quota in Romania established by Government Decision no. 1,338/29.12.2023, with a limit of 100,000 individuals, 71,668 work permits have already been issued.
The annual quota is one of the essential conditions for obtaining work permits. Considering the current pace of applications, we estimate that the maximum number will be reached at the beginning of December 2025.
We strongly recommend that employers who plan to hire permanent foreign workers, highly qualified staff, secondees or ICT employees finalize their selection process and submit the required documentation as soon as possible. Otherwise, there is a high risk that applications submitted in December will be rejected by IGI due to the quota being fully used.
A new quota will be set by Government Decision either at the end of 2025 or at the beginning of 2026.
It is important to note that work permits for changing the employer are not included in the quota, which means that such applications can be submitted at any time.
Given the high number of applications, the foreign workers quota in Romania for 2025 will soon be fully exhausted. Employers considering hiring staff from outside the EU should act quickly to avoid the rejection of their applications.
